This is an excellent example of an Interim cover. As the name implies, this type of cover was used during the period between the last use of Palestinian franking and the actual first postal issue of Israel. The stamps used actually were labels printed for the KKL, Karen Kiyemat L'lsrael, which is Hebrew for the Jewish National Fund, or JNF. These labels were handstamped with the letters Daled, Aleph, Raish, which spells the word "Doar," Hebrew for "post". Many different labels were used during this short period, and there were three different varieties of the hand stamp Doar. The stamps, from left to right are: the immigrant ship, She'ar Yishuv; Chaim Weizmann (first president of Israel); the Negev; and finally Theodor Herzl.
